No. 1 in 4022/1912.

Your Excellency,

Government House,

Hongkong, 16th. August, 1913.

I have the honour to acknowledge the receipt of your letters of the 6th. and 7th. instants and to thank you for the fresh evidence you have afforded of your desire to co-operate with this Government in the maintenance of law and order.

I am now informed that Ng Pei-tai, Wong On and Kong Tsai are not in Macao. But I would ask Your Excellency to take steps to deny to them in the future the hospitality of the Colony under your Government. They are one and all very bad men.

As for Luk Mui thís Government has no evidence

on which to ask for his extradi ti on.

I am glad to learn that the islands of Lontanha and San Joao are not at present frequented by pirates. At the present time many pirates are employed as soldiers in China, but I would ask that a watch should be kept on these islands for I have good reason to believe that they are made the rendezvous and base of piratical bands.

As regards this Colony more stringent measures than before have been taken since the piracy of the S.S.*Tai On" to prevent pirates and robbers congregating here.
